Cenovus CEO estimates production curtailments will deliver billions to taxpayers

first_imgCALGARY, A.B. – The Alberta government’s oil production curtailment program will deliver billions of dollars in benefits to taxpayers this year thanks to stronger crude prices, the chief executive of Cenovus Energy Inc. said Wednesday.On a conference call to discuss the company’s latest financial results, Alex Pourbaix said his company paid more than $190 million in provincial royalties in the three months ended March 31, but he doesn’t mind because a reduction of price discounting of western Canadian oil has more than made up for the five per cent reduction in Cenovus production the program caused.“In the fourth quarter of 2018, when light-heavy differentials reached record highs, peaking at more than US$50 per barrel, Cenovus had a net royalty credit with the province of Alberta of approximately $30 million. So, in other words, not only did we not pay royalties, the government in fact owed us for the royalties,” he said. “In the first quarter, as a result of improved commodity pricing, which drove our strong financial performance, we made royalty payments to the province of more than $190 million.”Cenovus is responsible for about 10 per cent of provincial production, Pourbaix added, which means the overall royalty benefit to taxpayers over 2019 could be “eight or 10 or even higher billion dollars.”He said that provides a good argument for the new United Conservative government, which takes office next week, to continue its initial support of the initiative announced by NDP Premier Rachel Notley in December.The province declined comment on Wednesday because of the transition in government. In its quarterly fiscal update in February, however, it almost doubled its estimate of oilsands royalties for the fiscal year ended March 31, 2019, to $3.4 billion from the budgeted $1.8 billion.The curtailment program which started Jan. 1 was designed to keep 325,000 barrels per day off the market to clear up a glut of oil that had overwhelmed pipeline capacity and lowered prices. It is to fall to about 175,000 bpd by June.The plan has been opposed by producers with Canadian refining operations such as Suncor Energy Inc. and Imperial Oil Ltd. that achieve higher refinery profits when local oil prices are lower. The UCP has indicated it will cancel another NDP plan to add rail assets capable of moving 120,000 bpd of crude starting by the end of the year.The new government should meet with industry to consider transferring those rail assets rather than simply cancelling the contracts, Pourbaix said later in an interview, adding it’s vital that rail options are available if curtailments are removed by year-end as scheduled and no new pipeline capacity has been added.Cenovus is ramping up its own crude-by-rail shipments from between 15,000 and 20,000 bpd in the first quarter to about 100,000 bpd by year-end.At its annual general meeting in Calgary later on Wednesday, Cenovus shareholders voted more than 89 per cent against a motion to set greenhouse gas emission targets aligned with the goals of the Paris climate accord.center_img Pourbaix said the proposal by the Fonds de Solidarite des Travailleurs du Quebec would be too “prescriptive” in forcing the company to set medium- and long-term targets for its direct and indirect methane and other GHG emissions from operations.Cenovus reported it completed construction of a 50,000-bpd expansion at its Christina Lake thermal oilsands project in the first quarter but said it won’t ramp up production there until curtailment is over and there is progress on getting the oil to market.The company beat analyst expectations with adjusted first-quarter income of just over $1 billion on revenue of $5 billion, compared with adjusted income of $432 million on revenue of $4.6 billion in the same period of 2018.The beat was driven by higher oilsands prices and better profits due to lower oil feedstock prices at the two U.S. refineries Cenovus co-owns with operator Phillips 66, analysts said.It posted a net profit of $110 million, compared with a loss of $654 million a year earlier.Cenovus reported first-quarter oilsands production of 343,000 barrels per day, down five per cent compared with a year ago, while operating costs rose to $9.06 per barrel compared with $8.78 a year ago.Production from the company’s Deep Basin assets averaged 104,000 barrels of oil equivalent per day, down 18 per cent from a year ago due to the sale of its Pipestone business, lower capital investment, natural declines and weather-related outages.last_img read more

Judge critical of PG&E’s wildfire role demands more answers

SAN FRANCISCO — A U.S. judge who has berated Pacific Gas & Electric Co. for its role in California wildfires is demanding more answers from the utility.In a court filing Thursday, Judge William Alsup asked PG&E if it was in compliance with a state law requiring it to clear vegetation around electric lines that could cause fires.The judge also questioned a part of the utility’s recently submitted wildfire mitigation plan.Alsup said it appears under the plan that PG&E would take more than 10 years to clear potentially dangerous vegetation where the fire threat is high.PG&E spokesman James Noonan did not immediately respond to an email seeking comment.Alsup is overseeing a criminal conviction against PG&E stemming from a deadly 2010 gas line explosion in the San Francisco Bay Area.The Associated Press read more

USU Eastern was able to hold the Bruins to 2-0 in the first half of the game. Unfortunately, the Eagles weren’t able to contain them any longer and the Bruins took the win, 8-0.The Eagles then traveled to Reno, Nev. over the weekend to take on the Truckee Meadow Lizards. After a tough loss on Thursday against the nationally-ranked Bruins, the Eagles did not give up.The Lizards took the lead first, 2-0, but the Eagles put up a fight and tied it up, sending the game into overtime. Plane passenger spots man texting about exploiting children

Kellar’s texts led officers to arrest Gail Burnworth, 50, in her Tacoma home. Kellar also lives in that city.It appears two children, ages 5 and 7, were sexually assaulted, investigators said. Authorities say Burnworth had access to children as a baby-sitter and that Kellar was getting to the victims through her.Seattle and San Jose police declined to discuss the children’s relationship to the suspects and how Kellar and Burnworth knew each other.The plane passenger told authorities that Kellar was sitting in front of her and texting about the abuse with a large font on a large smartphone. The font and screen were so big that the passenger was able to take photos of Kellar’s text conversation, police said.The passenger, who police didn’t identify, alerted the flight crew. Axis Bank stock dives 7 on disappointing Q2 results

first_imgAxis Bank, India’s third biggest private lender bank, on Tuesday reported an 83 percent fall in its net profit for the September quarter due to a sharp rise in bad loans. The bank’s profit after tax was reduced to Rs 319 crore year-on-year (YoY) as against a net profit of Rs 1,915.64 crore for the corresponding quarter last fiscal. Post the announcement of the Q2 results, the Axis Bank stocks reacted negatively and was trading at Rs 488.25, at around 10:36 am on Wednesday, down 7.71 percent from its previous close on the Bombay Stock Exchange. The lender’s Net Interest Income (NII), which is calculated as the difference between interest earned and interest expenditure, rose 11.12 percent YoY to Rs 4,514 crore when compared to Rs 4,062.09 crore during the July-September quarter in the financial year 2015-16.”Retail Advances grew 25 percent YOY and stood at  Rs 149,284 crores and accounted for 42 percent of the Net Advances of the Bank. Corporate credit grew 14 percent YOY and stood at Rs 158,029 crores; and accounted for 45 percent of Net Advances,” Axis Bank said in a statement. The bank’s operating revenue increased 15.57 percent to Rs 7,053.53 crore for the quarter ended September 30 2016 from Rs 6, 103.49 crore during the same quarter in the last financial year. Axis Bank’s watch list loans reduced 32 percent quarter on quarter and was recorded at Rs 13,789 crore as on September 30 last month, the lender said in a statement. Additionally, the bank wrote off Rs 873 crore total assets during the quarter.”As on 30th September 2016, the Bank’s Gross NPA was Rs 16,379 crores against Rs 9,553 crores as on 30th June 2016. Yet he manages to do battle in a way that somehow holds together a high-energy, impactful congregation where undocumented immigrants and Trump supporters praise the Lord side by side even in these polarizing times.The congregation’s ministries were inspired by a dream he had in the 1990s a few years after Miranda, who had planned to become a professor of Romance languages and literature, took a job as pastor of a fledgling Hispanic congregation of about 60 people.“I saw this swarm of giant tarantulas settle over the entire skyline of Boston,” Miranda, the 63-year-old senior pastor, told RNS in an interview. “I could see their eyes. They were intelligent. They were evil. Their skin was taut, tight with venom. They just stood there over the city. I knew they were exercising demonic influence. RNS photo by Christine HochkeppelHe preached “with huge trepidation” last year, he says, on controversial issues from modern American culture’s sexual fluidity to the need for immigration limits and tight border control.His “painfully clear” stances made some liberals in the congregation uncomfortable, he said.“People felt that I had a kind of suicide complex,” he said. “To undertake these issues from the pulpit was kind of dangerous, inflammatory and provoking… But I felt in my heart that I needed for people to know how I thought and how I felt about certain issues.”But he’s determined not to let his fears stop him, or to keep his congregation from doing great things.At a Friday night worship event where he exhorted more than 100 teenagers to “never say you’re too young to undertake a great mission in your life, to take yourself seriously or start studying long hours.”“I’m so honored, blessed and actually a little bit afraid to be here tonight before you,” Miranda said in the introduction to his sermon on Jeremiah’s call. “I know you are a demanding audience. I fear more addressing you than 1,000 adults.” With a slight build and trimmed gray beard, Miranda cuts a grandfatherly figure as he travels elevated walkways connecting CLJ’s buildings. He remembers each person’s preferred language and addresses them accordingly, switching constantly from Spanish to English and back again, using an elbow touch or a reassuring smile to put young and old alike at ease in the leader’s presence.Miranda’s capacity for straddling Boston’s cultural and political worlds makes the church stand out. The church addresses issues championed by both liberals and conservatives.Take the hot-button issue of immigration, which hits close to home at CLJ, where about 15 percent of the congregation is undocumented. In June, CLJ will host the first annual, two-day Mygration Christian Conference to reflect on immigration stories in the Bible.The “My” spelling underscores how “The Bible’s stories are our stories,” according to organizers, including accounts of Biblical migration. Attendees will be led to see immigration through a Biblical lens and discover “God’s heart for the immigrant.”The church’s ALPHA ministry helps immigrants apply for asylum, prepare for citizenship tests and seek other solutions to immigration problems. ALPHA also mobilizes support for immigrant-friendly legislation, such as a bill that would let non-citizens get Massachusetts driver’s licenses.Such visible, faith-based advocacy on behalf of immigrants generally comes from mainline Protestant and Jewish congregations, according to Liza Ryan, organizing director of the Massachusetts Immigrant and Refugee Advocacy Coalition. She sees CLJ as an outlier, led by Miranda, among Hispanic congregations.“They’re one of the only (Spanish-speaking churches) that offers to help with people’s immigration paperwork and activate their congregants in the fight for immigrant rights,” Ryan said. “I don’t really know of many other Spanish-speaking or Latino/Hispanic churches that are very active.”But Miranda also makes sure immigration doesn’t become a partisan rallying cry at CLJ.A few months ago, he pulled ALPHA staffer Damaris Velasquez aside after she said in worship that being pro-life means “you aren’t going to let children be separated from their parents,” a reference to a Trump administration practice in 2018.Senior Pastor Roberto Miranda speaks during the youth ministry service at Congregación León de Judá, on March 22, 2019. RNS photo by Christine HochkeppelHe was concerned with church leaders making partisan statements and offered her some gentle counsel.“Instead of saying I’m not allowed to give announcements anymore, he said, ‘I’m just concerned about the tone that you were using,’” said Velasquez, an immigrant from Guatemala.Miranda said Velasquez’s remarks didn’t fit “the diversity of the church.”He said the political makeup ranges from strongly pro-Trump to anti-Trump, and the church needs to bear witness without stoking unnecessary divisions.When he was out of the room, another ALPHA staffer explained Miranda’s style, saying that he was kind and encouraging.“It’s a wise father speaking to his young adult children,” said ALPHA Executive Director Patricia Sobalvarro, who has been part of the congregation since age 11. “We’ve known him for at least 25 or 30 years. He’s never been one to tell us, ‘do this’ or ‘do that.’ His leadership is one of: ‘I’ll watch you from the sidelines as a coach. And if you want my advice, I’ll give you my point of view.’”Social conservatives also count Miranda as an ally, even though he doesn’t join them in public protests anymore. He chaired the unsuccessful initiative to put legalization of same-sex marriage on the 2008 ballot in Massachusetts. This year, he gave the socially conservative Massachusetts Family Institute a CLJ platform during worship to discuss a youth counseling bill. The MFI warned the bill would curtail parental rights in cases where a child is unsure of his/her sexual identity. Supporters said it would ban so-called conversion therapy.“When we talk with other pastors about possibly coming to speak at their churches, we’ll send them that video and say: ‘Here we are speaking at Lion of Judah,’” said MFI President Andrew Beckwith. “A lot of pastors get worried that it will be political, (but) this gives us a lot of credibility.”Miranda’s unusual training helps explain why CLJ has been able to build more infrastructure, staffing and non-profits than other local Hispanic churches with similar passions, according to Rudy Mitchell, senior researcher for the Emmanuel Gospel Center, a ministry support organization in Boston.“The thing that’s maybe distinctive about Lion of Judah is they’ve developed full-scale social programs,” Mitchell said. “A combination of his spirituality and his education and abilities is attractive, I think, to other people who are well-educated.”Miranda said he believes God has something else in store for him after CLJ, but he’s still waiting for God to reveal — perhaps in another dream — what the next step is supposed to be.“I see myself as a soldier, put in a lonely outpost, fulfilling an order and awaiting the next move,” Miranda said. “I’m not sure what it is. first_img 00:00 /01:13 Share Photo via WikipediaThe goal is to create 20,000 new or improved jobs.Houston ranks 64th out of 100 cities in economic equality of its residents, according to the Brookings Institution.Houston Mayor Sylvester Turner’s Task Force on Equity wants to change that.One major recommendation it came up with in its report “Rising Together” is that the city launch a jobs program, “focused on what can the city do with its direct employees and its subcontracts and those who it has influence over,” said Kyle Shelton, director of strategic partnerships at Rice University’s Kinder Institute for Urban Research and a member of the task force, “And then, how can it work with business partners to ensure things like more family-sustaining wages are put into place?”The report defines a family-sustaining job as one that pays at least $15 an hour. Also part of the program would be on-the-job training or apprenticeships.The goal is to create 20,000 new or improved jobs.Shelton said Houston has historically had inequity but also strengths.“How do we turn those in ways that doesn’t stop growth and doesn’t stop benefits for the groups helping to create it but also helps to share that benefit and helps to bring more people into it?” he said.The report also recommends investing in infrastructure in underserved areas, particularly in communities of color. He has been posting his efforts on his blog and says that all three companies have finally fixed the problem. Rudenberg says the vulnerability allowed hackers to spoof messages from the services if they obtained the phone number associated with an account. Spoofing is where hackers send messages that appear to be from the true account holder – most users of email have seen examples of spoofed messages in their spam folders. He apparently became aware of the vulnerability in all three services sometime last summer and has been trying to get all three to fix the problem. Twitter was the last to do so, having only notified him that the problem had been fixed December 4.With Twitter the problem came about when users configured their account to accept SMS messages and also didn’t have a personal identification number set up for the account. To spoof a message, hackers would only need to know the phone number that had been associated with the account. Also because of the way Twitter accounts are set up, knowing the phone number would also allow hackers to change profile account information.Rudenberg says he notified Twitter and Facebook that he had found the vulnerability last August and Venmo in November. He was only able to get through to Facebook, he says because he has a friend working with the company. Facebook let him know they’d fixed the problem in November, and Rudenberg will be receiving a bounty check from the company for his efforts. He says Venmo, (an Internet payment system similar to Paypal) responded very quickly and fixed the problem by disabling SMS payments. Twitter however, took longer.Rudenberg says he notified the company about the problem on August 12, and received a response three days later letting him know his concern had been routed to a security team. In September he was asked by the company to not publish what he’d found till they’d fixed the problem. In October, having not heard from the company he requested an update and received no response. By the end of November he’d become frustrated and sent the company a message indicating he was going to go public with the issue. In this article, I will summarize today’s current understanding and also provide a look into what I believe the future holds for breast screening.Breast Density and Breast CancerJohn N. Wolfe in 1976 was one of the first researchers who described an association between increased breast density (breast parenchymal patterns) and the risk of breast cancer. Published literature over the last few decades has repeatedly demonstrated the conclusive evidence of a link between dense breast tissue and breast cancer.Boyd, Yaffe, Martin and Kerlikowske, among others, have all confirmed Wolfe’s observations. Now we know that the increased cancer risk is four to six times higher for women with extremely dense breast tissue. Increased breast density also has been shown to be an independent risk factor for breast cancer, and it conveys a risk greater than all other risk factors except for age, BRCA mutation, prior history of breast cancer or atypia. More recently, Tamimi et al. has shown that the risk of breast cancer increases progressively with increasing breast density and that these relationships were stronger with tumors that were larger, higher grade, estrogen receptor negative and associated ductal carcinoma in situ (DCIS). Keller reported a statistically significant correlation with increasing volume of fibroglandular tissue and six single nucleotide polymorphisms. Mammography LimitationsBreast density on a mammogram is a significant problem for the radiologist. An analogy is often made that describes a radiologist’s difficulty in the detection of breast cancer in dense breasts: “Trying to find a specific snowball in a snowstorm.” To detect breast cancer, mammography is dependent upon contrast differences between breast cancer and normal breast tissue. In breasts with primarily fatty tissue, the cancer is easiest to detect, with up to 98 percent sensitivity. In breasts with an increased percentage of dense fibroglandular tissue, there may be little to no difference in contrast between cancer and normal epithelial/stromal tissue, with sensitivity falling as low as 48 percent. The number of women with dense breasts is not insignificant, affecting 74 percent of women between ages 40 to 49, 57 percent for ages 50 to 59, 44 percent for ages 60 to 69, and 36 percent for ages 70 to 79. The risk of developing an interval cancer (cancer presenting between yearly screening examinations) is nearly 18-fold higher in patients with dense breasts, with a concurrent potential for increased medical malpractice risk in this same group of patients. Radiologists Know, Patients Don’t KnowWhile the limitations of mammography in women with dense breast tissue have long been known to radiologists, patients have been largely kept “in the dark,” not only about their own degree of breast density, but also about the decreased sensitivity and increased risk of breast cancer. The mammogram results letter sent to the patient does not typically include information on their specific level of dense breast tissue or say that mammograms can have limitations in dense breast tissue.  A national survey conducted by Harris Interactive in 2010 of 599 women concluded that 95 percent of women above the age of 40 did not know their breast density, and almost 90 percent were unaware that increased breast density increases their risk of breast cancer. Over the last few years, an organization, Are You Dense Inc., started by breast cancer patient turned advocate Nancy Capello, Ph.D.,  has lead a nationwide campaign to create a heightened awareness of breast density on the state and national levels. Capello, who despite having had annual mammograms interpreted as “normal,” was diagnosed with late stage breast cancer. Her efforts resulted in Connecticut becoming the first state to legislatively mandate breast density notification directly to the patient, as well as payor coverage for supplementary screening, such as breast ultrasound.  A companion organization, Are You Dense Advocacy Inc., also was formed to help stimulate and guide legislative efforts  across all states and at the national level. There are now breast density notification laws in effect in three states and ongoing legislative efforts in more than 15 states, as well as at the federal level (HR 3102). Social media is helping to drive breast density knowledge to the patient, and there is a growing base of consumers who are demanding breast density notification and supplemental breast cancer screening from the breast imager.Ultrasound Screening for Dense BreastsResearch has been done using ultrasound to supplement mammography for screening of patients with dense breast tissue. At least nine peer-reviewed publications have shown that adding ultrasound to mammography results in approximately 3.5 additional cancers detected per 1,000 patients in those with dense breasts. However, the limitations of the current hand-held ultrasound technology used for diagnostic examinations have prevented widespread adoption in the screening population. These include: length of exam in the screening environment, lack of skilled technologists or dedicated breast radiologists to conduct screening breast ultrasounds, the inherent operator dependencies of ultrasound technology and the uncertainty and inconsistencies of scan completeness. All published studies to date, but one, have used experienced breast radiologists to perform the traditional hand-held breast ultrasound scans.  In addition, the average scan times alone — 19 minutes, reported by Berg et al. (ACRIN National Breast Ultrasound Trial) — would be problematic for most radiologists. While sensitivity is acceptable, specificity is less than mammography and is often cited as a significant limitation for widespread adoption. As an alternative to the limitations of hand-held ultrasound for breast cancer screening, automated breast ultrasound (ABUS) systems have been developed by three companies (Siemens, U-Systems Inc. and SonoCine). Use of the SonoCine device requires placement of a robotic device that holds and guides an existing standard hand-held ultrasound transducer, producing between 2,000 and 5,000 axial images in a cine format. The Siemens and U-Systems stand-alone devices utilize a large-format transducer that acquires a single volume of the breast automatically in less than 60 seconds. The devices image a much larger portion of the breast as a volume, with 3-D reconstruction for a coronal plane and two standard orthogonal planes for review on a proprietary workstation. Only one prospective automated breast ultrasound study has been published to date (Kelly et al.) showing a 100 percent increase in breast cancer detection with a positive predictive value (PPV) similar to mammography (38.4 vs. 39 percent). Reported reading times for a bilateral ABUS screening exam differ, with five to seven minutes reported for the SonoCine device and just under three minutes for the U-Systems device.Standardization of Breast Density —Is It Absolutely Necessary to Perform Ultrasound Screening?Breast density is defined as the volume of dense tissue divided by the volume of the entire breast, reported as a percentage. Historically, the purpose of BI-RADS reporting of subjective BI-RADS density categories 1-4 (0 to 24 percent, 25 to 50 percent, 51 to 75 percent and 76 to 100 percent) was to convey the sensitivity of mammography to detection of cancer. This subjectivity has been criticized as having less-than-optimal intra-observer and inter-observer agreement, with a call for better standardization and a less qualitative assessment. Commercial software exists to measure breast density and provide a quantitative value (Volpara, iCAD and Quantra), but this step adds costs to screening examinations that are already under-reimbursed. While software programs such as these should add quantifiable and reproducible reporting of breast density, they may not be absolutely necessary to achieve significant improvements in breast cancer detection using supplementary screening with ultrasound. As breast density is a continuum, it likely makes little difference whether a patient’s breast is computed to be 49 percent or 51 percent by commercial software. Radiologists are typically well calibrated in their subjective interpretation of breast density and typically select appropriate patients in which to perform supplementary ultrasound screening with adequate sensitivity.Recent Advances for Breast Cancer ScreeningIn April 2012, the U.S. Food and Drug Administration (FDA) granted pre-market approval (PMA) to U-Systems Inc. (USI) for use of its somo.v automated breast ultrasound device as an adjunct to mammography, explicitly for breast cancer screening for asymptomatic women with dense breast tissue. A research study was conducted by the University of Chicago, and the study data submitted to the FDA showed more than a 100 percent increase (31 percent absolute increase) in breast cancer detection rate in asymptomatic patients with dense breasts and a normal mammogram when a screening mammogram and the USI ABUS were combined, compared to mammography alone. A statistically insignificant decrease in specificity was not associated with this statistically significant gain in sensitivity.  The majority of the cancers detected with USI’s ABUS combined with mammography were small, invasive, node-negative, early stage cancers. If generalized in the real world screening environment, this may indeed provide the necessary improvement in specificity necessary for widespread adoption. Because radiologists are new to ultrasound screening, as well as the presentation of images in a 3-D volumetric format, formalized training in interpretation of automated breast ultrasound may be necessary (and likely may be mandated by the FDA) in order to maintain adequate specificity while keeping sensitivity high. Unanswered QuestionsWhere does screening breast ultrasound and, more specifically, ABUS, fit into the current scheme of breast screening, given that breast tomosynthesis was also recently FDA-approved? There is no published research directly comparing digital tomosynthesis and automated breast ultrasound as adjuncts to mammography for breast cancer screening in the same population group. Although digital tomosynthesis (DT) study data has been shown to reduce false positives, the same DT study data does not demonstrate the sensitivity advantage that the USI ABUS study demonstrated. There are discrepancies in cancer detection rates for women with dense breast vs. fatty breast tissue, and there may be a role for both of these complementary technologies across all screening population groups.  Will the increased sensitivity of breast cancer detection using hand-held ultrasound as an adjunct to screening mammography in dense breasts be reproducible using automated breast ultrasound in the “real world?”  The results of the SOMO-INSIGHT clinical study will be released soon and may provide an answer. It compares the sensitivity of digital mammography to the combination of digital mammography and ABUS in patients with dense breasts in greater than 16,000 patients at both academic and community facilities. In SummaryThe increased risk of breast cancer in patients with dense breasts is well established, as well as the limitations of 2-D mammography. Patients are becoming more educated about breast density due to the efforts of the advocacy group AreYouDense Inc. and the breast density notification laws that have been introduced at state levels. Hand-held ultrasound has shown clinical value in this group of patients as an adjunct to mammographic screening. However, there are a number of limitations to hand-held ultrasound screening’s widespread adoption. New technology, such as automated breast ultrasound, has the potential to overcome these limitations.
